Half stepping a steelhead is a technique designed to get your fly back in front of a fish that hit but didn't hook itself. Most fish that turn on a fly are active biters and fall downstream a little ways after missing the hook. Instead of casting over or behind the fish simply inch your way downstream a half step at a time... If this technique doesn't work within a dozen casts take yourself back upstream, change flies and work the water a little slower. You have a pretty could chance of catching that fish!
