Can LEON beat Pokémon Scarlet with Hardcore Nuzlocke rules (No items, No overleveling, Set mode)

HARDCORE NUZLOCKE RULES:
1. Can only use Leons Pokémon
2. One Pokémon after every badge
3. If a Pokémon faints it must be boxed
4. I cannot overlevel the Gym Leaders
5. No items in battle (held items ok)
6. Must nickname Pokémon
7. Set Mode
